Rachel Pavlich has served the City since November 2021 and
was appointed City Clerk in July 2023. She earned an Associate’s Degree in
Business from Muskegon Community College and completed the Michigan
Professional Municipal Clerk (MiPMC) certification through the Michigan
Association of Municipal Clerks in March 2025 in partnership with Central
Michigan University.
Rachel also holds a Basic Freedom of Information Act
Certificate from the Rossow Group and is actively involved in the Muskegon
Municipal Clerks Association, serving on the Board of Directors as Director of
Education.
